The Shrine of Mourning is a shrine for the dead.
It is feared that the faces of the dead change and Bloom after death.

Whoever enters the Shrine of Mourning will find their heart troubled and begin to Bud.
Only those who have been purified and whom the moon shines upon shall enter the Shrine of Mourning.
But know that entering the Shrine of Mourning on the night of the full moon is forbidden.
