One of the four main characters of Fatal Frame IV. Choshiro is a former police detective who rescued five kidnapped girls 10 years ago. He left the police force after being unable to let go of his work, and continued on his own to pursue murder suspect Yo Haibara. He returns to the island, at the request of Ruka Minazuki's mother, to bring her back home.
Past
As a police detective, Choshiro was working on the case of Yo Haibara, a doctor in Tokyo suspected of killing three patients by performing experimental surgeries.[2] After two months without leads, Choshiro suspected Haibara would return to his birthplace, Rogetsu Isle, for the Rogetsu Kagura, and travelled there to search for him. Choshiro attended the Kagura and was in the audience when Tsubaki Tono, the central dancer, suddenly collapsed and died at the height of her performance.
Sometime after the Kagura, Choshiro met Sayaka Minazuki, and learned that five girls had gone missing during the performance. With Sayaka's help, he was able to gain entrance to Rogetsu Hall and interview some of the patients, but found neither Haibara nor the missing girls. A few days later, he received a tip-off from someone who worked at the hospital. He returned to search again, and discovered the girls in a cave beneath the hospital. A construction worker would later confess to the kidnapping in a suicide note,[3] and the case was closed.
Dissatisfied with how the case had been resolved, Choshiro left his job with the police and became a private detective. He kept in contact with Sayaka Minazuki, Ruka's mother, hiding feelings for her which were not reciprocated.

Two years after the Kagura, Choshiro had word that Yo Haibara was on Rogetsu Isle, and returned there, determined to find him. He was in the courtyard of Rogetsu Hall when Sakuya Haibara emerged from the basement and the Day of Tranquility began. Choshiro managed to run away, and soon after, he spotted Yo Haibara heading for the hospital roof. On the rooftop, Haibara, who had been concealed behind hanging laundry, stabbed Choshiro. Choshiro rushed at Haibara, and both fell to their deaths.
Fatal Frame 4
Years later, Choshiro reawakens on the ground in front of Haibara Infirmary, unaware that he is dead. He recalls Sayaka Minazuki asking him to return to the island and save Ruka. As he wakes, Choshiro sees Yo Haibara entering the hospital, and so he begins the chase once again, battling ghosts with a special flashlight, created by Dr. Kunihiko Asou and given to Choshiro by Sayaka. It is not clear whether she gave him this flashlight before his return to the island on the Day of Tranquility, or whether it is only available to him now.
During the events of the game, Choshiro, like Ruka and Misaki, collects a piece of Sakuya Haibara's shattered ritual mask. Sayaka asks him to give the piece to Ruka; he finds her underground, in the Moonglow Cavern, looking exactly as she did when he found her ten years ago.

While he is there, he sees Haibara, and once more pursues him to the roof, where they repeat their final confrontation. When he falls from the roof again, and witnesses his own body lying in the same place where he woke up, Choshiro finally understands that he has been dead all along. Sayaka, who is also dead, appears and stands with him.

When Ruka defeats Sakuya and plays the Moonsong, the winds and forces surrounding Sakuya are too strong for her to overcome, and she drops the mask. Choshiro comes to the rescue, picking the mask up and placing it on Sakuya's face. With this act, the ritual is 'completed' and the curse lifted. Choshiro then goes to join the other spirits as they cross over.

- His surname is written with the characters for 'fog' (霧) and 'island' (島).
- Choshiro's flashlight is known as the Spirit Stone Flashlight (霊石灯). He is the only main character in the series so far not to fight with a Camera Obscura.
- Choshiro can pick items up slightly more quickly than Ruka and Misaki, and can also climb or descend stairs faster.
