Twins in Minakami Village are deeply intertwined with the rituals that transpire here.
In recent times, the Great Council of State issued an edict officially defining elder children within a family as those born earliest.
Previously, different regions within Japan defined seniority among twins differently, but since that proclamation, the elder twin is now defined within the law as the one born first.
Considering the implications that this clarification could potentially have on the village and its rituals, I decided to inquire about it with the head priest. He merely laughed it off, saying, "Around here, tradition is tradition."
Thus, Minakami Village remains committed to its old, historical way of doing things.
Namely, it considers the elder twin to be the one who was born second.
It's under that interpretation that rituals continue to be held.

この村の儀式には双子が深く関わっている。
近年、双子の順番について「先に生まれたほうを
兄・姉とする」という太政官布告が出された。
地方ごとに違う双子の兄弟の順は、この日を境
に、先に生まれたほうが兄・姉になると定められ
た。
この村の儀式に関わることであると思われたた
め、祭主に聞いたところ、しきたりはしきたりだと、
一笑にふされてしまった。
この村では、古いしきたりどおり
「後に生まれたほうが兄・姉」
で儀式が執り行われる。
