Hikami Tunnel was built with the intention of ferrying tourists to Twilit Peak at the top of the mountain. During construction, the tunnel broke through to the mountain's cave system, and water from the caves flooded it, killing many workers. Construction began again later, but was plagued by deaths and disappearances, and in time the site was abandoned and sealed off.
